Captain America uses vampire Jubilee as an example to the Nazi vampires so they can see that they don’t need to be evil, that they have a choice in how they live their lives. The Nazi vampires rejected Captain America’s offer and continued attacking him and Jubilee, leaving Captain America no choice but to kill them instantly.
