I might be a gullible idiot but I think Negan really wants to turn over a new leaf, judging at his shocked reaction in that panel when Rick said he’ll never trust him. But then, Negan’s a bit on the unpredictable part and he may be just acting his guts out.
Reminds me though that during the final fight between Negan’s Saviors and Rick’s combined militia, Rick was able to sway Negan to his thinking about peaceful coexistence… that war between the survivors isn’t helping any. Negan started getting excited about that prospect and was agreeing to everything Rick said before the latter signaled the attack. Again, I dunno. Maybe Negan was just acting before he made his own move.
