The Quiet Council of Krakoa is composed of the following mutants:

Having met for the first time, they created the 3 major laws of all mutants living in Krakoa.
1. Make More Mutants
This seems pretty straight forward. Nightcrawler, a devout Catholic, was mocked by Mystique on what he thinks ought to be included in their laws. Kurt Wagner responded by quoting the bible.
“And God said unto them, be fruitful, and multiply, and replenish the Earth, and subdue it…”
It’s obvious, isn’t it, Raven? We need to make more mutants.
2. Murder No Man
Since the mutants of Krakoa have found a way to return dead mutants back to life, Jean Grey suggested that the gravest sin is to kill someone who has no way of returning back, meaning Humans. The council agreed, although this does not mean a mutant killing a human in self-defense is to be deemed guilty.
3. Respect This Sacred Land
No mutant may claim ownership of land within Krakoa, it is to be shared by all. There’s no law against mutants owning property on any of the other countries but Krakoa is to be considered sacred. As Exodus put it plainly:
This place… is an Eden to us. Life-giving. Nurturing. It lives… and through it.. so do we. I fthere is mutant ground that is sacrosanct.. this is it. There is honor to be had in lifting it up.
