Aquaman delivers his punishment to Atlanteans that rebelled and tried to kill Mera, exiling them to a remote spot in Antarctica. Despite the Atlantean Royal Council decreeing that they be executed, Aquaman decided that Atlantis is too small a nation compared to the others in the world and can’t spare executing what spare citizens it has. When reminded that Xebel, a rival nation hostile to Atlantis started out as an exile colony in the past, Aquaman thought the risk is well worth it.
Talking to one of the prisoners, Aquaman told them that the surface dwellers they so hated learned to grow out of their comfort zones, building planes to fly in the sky. Are these future exiles any less capable?
