This seems to be set in the very early stages of Spider-man’s career of being a hero, based on the old school costume of the X-men. Also, from what I can tell, Psylocke didn’t die from her wounds.

I always though they knew each other. Psylocke must know Peter. He was Brian Braddock’s Roommate. So her telling him, “Tell my brother” is an actual thing. Peter would know her brother.
