Homelander and Queen Maeve were in a relationship, or whatever passes as a relationship in their world, and Homelander tricked a blindfolded Queen Maeve into having sex with Black Noir. This would cause Queen Maeve to hate the Homelander, and agree to planting bugs in their headquarters for the Boys.
