The Seven were bullying Starlight into wearing her new Vought American approved costume, which left very little to the imagination. When Starlight refused, Black Noir stepped in menacingly, but Queen Maeve, who usually stays out of any confrontations, steps in to defend Starlight.
Notice how the others back away? Even Black Noir stops pushing the issue, which shows how powerful Queen Maeve is and what her status is in the whole pecking order.
