I’m not sure how I feel about the Court of Owls having an international branch. While it does make them more powerful and impressive, the allure about the Court is how they’re tied in to Gotham’s history. Now that mystique about them is lost when you consider every city or country they have a branch in has their own history with them. What is the Court of Owls if they’re not associated with Gotham city? Does that make sense?
