Tactical Force is one of the Hydra Four, clones of the Avengers made by Hydra. This clone of course is cloned from Iron Man. Not sure how they managed to replicate his armor though. If Hydra had the capability like that, wouldn’t a lot more of their underlings would have Iron Man armors too?
